I've had this several times on corsa. And its always been the solenoid won't release the plunger. The only way I've got round this problem is to force the petrol cap open. Place a thin piece of wood on the body work to the left hand side of the cap . And lever a screwdriver in the nine o'clock position under the cap and it will come open.

My dealer identified the fault as a failed solenoid, unlocked the flap and has ordered a new part. Apparently a fairly common fault, but annoying never the less if it fails "locked"! J. Jarviser.
